Learner-visible assessment and gradebook remain blocked
Royal V5 assessment shells and gradebook templates exist, but live quiz, exam, submission, scoring, export, and progress operation is not authorized. Required gates include named academic review, private scoring storage, staging import dry run, gradebook RBAC/audit, authenticated mobile validation, and appeal/privacy/retention approval.
