The 45 records are review packets—not 45 required people. Qualified council members may cover multiple countries and authority lanes from a phone, with every appointment and decision remaining scoped, attributable, and auditable.

Role stacking is supported
One qualified person may hold more than one role or country scope. The same person does not need to be entered 45 times as 45 different people. Final release still requires an independent second human, and no creator may be the sole reviewer and sole release authority for the same material.

AI may prepare comparisons, translate instructions, summarize evidence, and flag technical defects. An avatar or AI-only decision cannot appoint a reviewer or approve language, culture, rights, curriculum, assessments, child safety, or public release.
